Ideally you would not do any OAE at all*. If you insist on doing some, then yes, please stop prior to your Power Phase (but you could get away with it for most of the Strength Phase).
I like brisk walks, and I usually do some ROM work with my shoulders/arms at some point during the walk.
(*assuming you have a reasonable-for-rock-climbing body composition)
