The description of the Campus progression in your plans is given as time - 25min, 30min, etc to 45min. Is it safe to assume that this could translate to a given number of sets? Assuming you're doing each campus set at ~90sec intervals this would translate to:
25min ~17 sets 30min ~20 sets 35min ~23 sets 40min ~27 sets 45min ~30 sets
Seems easier for me to keep track by # of sets than time.

Really? If you're using a stop watch, I would think it would be really easy to keep track of time. Are you re-setting the stop watch for each set? I use a "running clock", and I use 2-min intervals, so I just begin a set each time the clock strikes an even-numbered minute (0;00, 2:00, 4:00, etc).
Anyway, yes, you can just derive a # of sets based on the prescribed workout length, and your chosen rest interval. There are advantages to tracking things that way, for example, if you are experimenting with different rest intervals, or using an abnormally long or short rest interval, the # of sets completed would probably be a better gauge of duration than total session time.

I was resetting the stop watch so that was a pain. Your method sounds good. My main question was how many sets do you do for each day of the program for the 25, 30, 35, 40, 45min day. I guess, give or take, you do about 12,15,18,20,23 sets respectively.

I have done 21 and 22 "sets" on my last two 40 min. campus workouts using roughly a 1:30 to 1:45 minute rest period.

I was under the impression that for campusing we should be resting as long as we need to be able to complete the set in good form, not for any standard amount of time?

That's correct, but I find it a lot easier to use a watch. If I didn't use a watch I would likely rest too little due to boredom. I use the watch only as a frame of reference. If I feel like I need more (or less) rest, than I take more (or less).

Same here. I set my watch to beep at 1:30 and if I'm ready, I go. If not, I wait a bit more and then go.
