For a timer I have been using the free interval timer app on my iPad. You can set it up exactly as you need it. Set the high intensity interval for the hang portion then the low intensity interval for the rest portion. Chose the number reps (listed as sets) and how many cycles you want and the rest time between them. It really works great for me, I have a few routines programed into mine.

I like the idea of an integrated timer, though in all honesty I really want to see a smartphone app designed to work in conjunction with a hangboard. Basically, the manufacturer puts the various hangboard workouts in the smartphone, you select a work out, hit start, the smartphone keeps track of all your hang times, rest times, workouts, and logs the workout for you in some sort of exportable excel spreadsheet. I posted a little while ago about an app that is a customizable timer. I made some custom timers for hangboarding. It works really well, and I'm happy with it. It's called "Seconds." There's a free version but you can't save your timers. If you get the "pro" one that allows you to save timers, I think it's $5. I use it for lockoffs and a bunch of other types of exercises that have fixed work and rest intervals.

Check out Zlagboard for a slick option for hangboard training timing. Don't know when they will be available in the states but it seems like building a set-up to take advantage of the app shouldn't be too hard.

You can get em in the states. In fact ABC Kids Climbing Gym (in Boulder) has them in stock. They might even ship it for you (though it's worth the trip to take your kids there and day passes are only $10). That said, the board itself seems very "basic" to put it kindly.

Nothing beats a good old-fashioned destructive test! I also really enjoyed the mention and testing of fatigue on the set up.
